JOB TITLE
Title: RUYA SURF Offshore HSE Superintendent
SITUATION IN ORGANIZATION
Manager: HSEQ Manager
Functional hierarchy: Company Site Representative i.e. CSR & Package HSE Lead
ACCOUNTABILITIES
The job holder is accountable for the following activities during offshore executional phase of EPCI09:
- Promoting HSE policies & practices, culture, and objectives for the project as the CPY HSE reference and focal point offshore.
- Verifying implementation and adhesion of Contractor with the requirements of the CONTRACT Exhibit L.
- HSE supervision of site activities.
- Being “visible at Site” and “walking the talk” with HSE as a priority.
- Timely intervention where HSE deficiencies are identified and report.
- Conduct Project HSE meetings, training, audits and inspection.
- Work closely with the rest of the project team at the assigned location to promote the realization of the EPCI09 HSE objectives & overall MP HSE objectives.
- Highlight and alert Package HSE Lead about identified CONTRACTOR’s deviation from HSE objectives & CPY set HSE standards/expectation.
- Job holder shall be primarily assigned offshore, with possible mission onshore based on operational requirement.
JOB DIMENSIONS
Al Shaheen field development Phase 3.1 will involve several new EPC projects that would be executed in parallel over the period of 6 years with CAPEX investment of around 9 to 13 billion USD.
The Phase 3.1 Project consists of:
- New Wellhead Platforms: From 9 to 11 WHP of different type
- New Riser Platform and new living quarter
- New Central Processing Facility: One CPF with weight estimate around 22-25kt
- New pipelines between WHP, CPF and existing facilities
- Potential additional pipelines/equipment linked to debottlenecking of existing facilities, Water Alternate Gas, Electrical submerged pumps
Phase 3.1 Project includes both Greenfield & Brownfield scope. The Greenfield aspect includes installation of new surface facilities, while the Brownfield scope includes integration of the new CPF into existing facilities on B locations and this shall require interfaces with other NOC entities and SIMOPS works.
The Surf package of Ruya phase 3.1 will execute crossings installations, laying of subsea pipelines & composite cables across phase 3.1 scope.
ACTIVITIES
Safety Culture
- Promote IF+ safety culture program within EPCI09 scope.
- Participate in HSE communications and workshops as part of safety culture program implementation.
- Prepare and deliver trainings & project-specific inductions.
Preparation
- Ensure timely review of HSE aspects of construction documentations.
- Review and be familiar with company HSE procedures, standards, and MP HSE management Plan.
- Provide HSE advice to the Company Site Representative.
- Lead incident lesson learnt sessions & cascade findings to Contractor. Follow-up on the action tracker for applicable recommendations, while also responsible for collating relevant learnings from ongoing scope.
- Lead the project HSE readiness/pre-execution audit of the Contractor and verification of close-out actions.
- Participate in weekly readiness meetings and expedite Contractor HSE readiness for actual execution.
- Participate and review Contractor HIRA and facilitate presentation to Company PMT prior to submission for approval.
- Regular monitoring and reporting of Contractor training status inclusive of other deliverables during preparation.
Execution
- Continuously ensure all EPCI09 offshore scope of work is executed in compliance with NOC values and policies, approved project procedures, and best industry practices.
- Perform on a regular basis specific HSE inspections in compliance with MP HSE management system while using MP-specific inspection forms.
- Be responsible for the effective implementation and supervision of the approved project HSE incentive scheme.
- Particular attention and strict implementation of the approved procedure with regards to hot works, blasting/painting, hydrotesting, lifting/hoisting/loadout, radiography, and scaffolding management.
- Continuous monitoring and verifying implementation of Permit-To-Work (PTW) process as applicable on EPCI09 project scope.
- Monitoring and reporting of HSE KPI on the assigned project scope with prompt submission of weekly reports.
- Actively participate in JSA/Task-specific risk assessment while also ensuring compliance with all the mitigating measures stated on the approved JSA.
- Encourage and promote HSE practices improvement while also documenting such improvements.
- Ensure robust control of co-activity is implemented as per the approved COMOPS & SIMOPS procedure.
- Advise the Contractor on identified risks due to operational changes and implementation of management of changes procedures with associated risk analysis.
- Review and approve Contractor monthly HSE activity plans and continuously monitor the implementation of the approved activity plan.
- Maintain a good working relationship with Contractors, being practical but also strict when necessary to achieve the HSE objectives of the project.
- Follow-up and monitor compliance with environmental parameters, waste, and chemicals management correctly implemented and maintained at a satisfactory level during execution.
- Participate and observe emergency drills organized by Contractor.
- Timely notifications of incidents & reporting on Synergi; participate in the investigation of incidents to determine the underlying causes and verify Synergi Actions status for the location and update accordingly.
- Gather lessons learnt and provide feedback to NOC MP Project entities.
- Report all HSE-related activities (KPI, incidents registration, etc.) to hierarchy.
- Carry out other duties or tasks assigned by hierarchical superiors.
Daily
- Conduct site patrol to support Contractor-assigned HSE Supervisor/officer.
- Collect/address observations raised by CPY Personnel and ensure these are captured on the observation register.
- Provide CPY HSE daily input for CSR DPR.
- Participate in daily Toolbox meetings.
Weekly
- Lead Site HSE Weekly Meeting with CTR and ensure meeting minutes (MOM) are submitted immediately after the meeting.
- Weekly HSE Mass Meeting: Review presentation slides before, approve personnel proposed for rewarding, attend, and present CPY HSE Points.
- Review key HSE CTR Registers (i.e., ATR / Observation Card / etc.) in a dedicated meeting.
- Verify adequacy of HSE Communication posted on-site.
- Lead Weekly HSE Tour with CTR, ensure required CPY personnel attendance and follow-up report issuance.
- Update CPY PPE & HSE Equipment Inventory and raise requests for replenishing as required.
- Monitor HSE Calendar implementation prior to the weekly HSE Meeting (both CPY & CTR Personnel).
Monthly
- Monthly HSE Committee Meeting: Review slides before the meeting, lead it with CTR, and follow-up on MOM issuance.
- Initiate monthly management site visitation and issue inspection reports.
- Request CTR to provide monthly HSE KPI for the location.
- Monthly inspection and verification of CTR PPE inventory and stock.
- Update register for HSE Awards distributed by CPY.
CONTEXT AND ENVIRONMENT
Major Projects involve the development of new offshore platforms, installation of subsea pipelines/cables, and debottlenecking of surface facilities.
- Activities could be executed across several international sites.
- Projects require complex interfaces and collaboration with other project personnel and Contractors of diverse cultural backgrounds and HSE Cultures.
- MP HSE is an entity of NOC and shall comply with NOC HSEQ process and standards. Regular meetings with other NOC divisions and sharing of experiences are mandatory.
QUALIFICATIONS & EXPERIENCE REQUIRED
Qualifications
- Diploma/Degree or equivalent in engineering, Safety, Environmental, or similar disciplines.
- HSE Trainings: NEBOSH or equivalent.
- Significant experience on similar activities at equivalent positions (15 years of verifiable experience).
- Familiar with offshore construction/installation and commissioning activities.
- Fluent in English.
- Practical knowledge of HSE aspects of hot works, pipelay, and complex/heavy lifts.

Computer Knowledge
